GRE 1400+ and TOEFL IBT 100+ is considered good score.
If U have decent acadamic records, and with above test scores, expect some aid.
Actually Yes, as most of the universities already have finalized the Admissions and are in the process of sending i20. But some universities still consider the applications.
Probable deadlines will be SEPT 07, the latest. But prepare yourself now itself with the admission process and the visa process.

Don,t go to consultancies, they are more often play with you, and would make you endup paying .
No one can assure you US-Visa, if you are not confident enough, they can train you about the probable questions which US-Counslate people may ask you at the time of Visa-Interview, Don't get involved in those false promises and try to make yourself comfortable first with the Visa process. Also the universities in which consultants have good commission they will apply only in those Univ.. and you might endup paying hefty amount as fee in not so recognized universit .
Shortlist some ten to fifteen universities on the basis of your expected score range. Prepare a detailed list with their financial requirements, deadlines, contact no's etc. So that when the time comes you can pick out 5-10, depending how many you wanna apply. .
